The staff, volunteers and trustees at the Welwyn Hatfield Community and Voluntary Service, pride themselves on delivering an excellent service. They are knowledgable in their field of expertise, approachable, highly dedicated and friendly. They focus on engaging with the community providing assistance to residents. They meet regularly with organisations to network, collaborate and help to a provide strong community alliance in the borough.
We work closely with Welwyn Hatfield Brough Council, Hertfordshire County Council, Hertfordshire Community Foundation, NAVCA, NCVO and local Town and Parish councils.

Welwyn Hatfield CVS Staff
Carmen Dillon (Chief Executive Officer)
Carmen started her role at the WHCVS in May 1994 and her initial goal was to stay with the organisation for a year but many years later she is still there. Why? Because she liked the many challenges the organisation is presented with.
She has seen the organisation through its ups and downs over the years and one of the biggest highlights was two large lottery grants in 2002 and 2003. Other achievements have been setting up the Welwyn Hatfield Ethnic Minority Group, the rebranding of the Furniture Recycling Scheme (both are now independent charities) and the Community Transport Scheme.
Carmen has acquired a number of qualifications including NVQ Level 5 in Leadership and Management Business Management and Level 3 in IT.
Alison Charles (Project Support)
Alison returned from the USA in 2002 and started working at the WHCVS as Admin Support job sharing with another member of staff.
She has continued working with the WHCVS because she enjoys helping people.
When the organisations grant was cut, she was promoted to Project Support – coordinating the Welwyn Hatfield Community Car Scheme project.
Alison has had the opportunity to develop her qualifications and holds an NVQ level 1 in Customer Service, an NVQ Level 2 apprenticeship in Business Admin and an NVQ Level 3 Apprenticeship in Business Management.
Cheryl Horton (Project Coordinator)
Cheryl started her work in the voluntary sector in 2009 as a volunteer, coordinating the Volunteers Bureau for Welwyn Hatfield CVS and in 2010, and employed as a Coordinator on the ‘Train for Your Future’ project.
She returned to Welwyn Hatfield CVS as a fundraising volunteer in 2018 and soon after employed on the Love Welwyn Hatfield Project. Love Welwyn Hatfield has been helping to mobilise volunteers from across the district to look after their local area, through litter picking, planting and tidying. Funded by Serco, in addition, we have had a pot of £12,000 to allocate for makeover projects.
Cheryl is passionate about enabling people from all backgrounds to use their abilities and time to grow and develop, and to be a source of blessing to their communities. She feels very privileged to be a part of the wonderful organisation and team that is WHCVS.
Davinia Dillon (Media Communications)
Davinia was a long standing volunteer with the WHCVS and previously worked for the organisations for 10 years as a Project Supervisor for the late Furniture Scheme. She was also a volunteer coordinator within the late Kaleidoscope Festival for WHEMG and continued to help the WHCVS out in any capacity she could.
When she moved on to new pastures, she completed her degree in media, a Masters in Documentary and entered into the television industry working on, specialist factual and factual entertainment programmes for UK broadcasters.
For us, she looks after our website, creates our media content, managing our media platforms and coordinates the COVID/Community Information Champion Project.
Welwyn Hatfield CVS Volunteers
Michelle Jervis (Volunteer Office Administrator)
Michelle joined the WHCVS in 2014 as a Volunteer Office Administrator for the Welwyn Hatfield Community Car Scheme. She also volunteers as a church warden and at the local library reading to children.
Having taken redundancy/early retirement, Michelle had time on her hands, felt the need for some structure to her day/week and wanted to give something back to her community. Volunteering has helped to keep her existing IT skills up-to-date; taught her new skills and provided welcome contact with staff, other volunteers, clients and inspiration for other ways she might be able to contribute to the community.
Marilyn Green (Volunteer Office Administrator)
Marilyn joined the Welwyn Hatfield Community Car Scheme in June 2019 as a Volunteer Office Administrator. Spending most of her early years growing up in Northampton, she later moved to North London and now resides in Welwyn Garden City.
During her work life she ran a children’s nursery for a number of years but ultimately became a medical secretary before retiring.
Marilyn greatly enjoys helping others when she can to keep herself busy invigilating at a local school and organising events at a local Community Centre.
Alan Green (Volunteer Photographer)
Alan is a photographer who offered his skills in July 2019 for one of our celebrations and is keen to continue with future projects.
As a photojournalist with several decades of experience covering News, Corporate, Media and Human Interest stories behind him, he continues to work within the Home Counties, helping to promote local events and charities.
Alan also held a licence to drive a London taxi (black cab) for over 40 years.
Carole Hackett (Volunteer Office Administrator)
Carole first joined us in 2010 as a secondment from BT and 6 months later returned when she retired. Carole Volunteers as an Office Administrator supporting the Welwyn Hatfield Community Car Scheme.
Barbara Gordon-Foxwell (Blooming Marvellous Gardening Scheme Volunteer)
Barbara joined our Blooming Marvellous Scheme in September 2021. She was due to retire in October but was looking for something to help occupy some of new found free time. Her daughter Alex was one of our volunteer gardeners until she found employment and that’s how Barbara knew about us. The the baton has been passed on and we are glad to have her on the team.
Barbara travels within the Welwyn Hatfield Borough working with a group doing light maintenance in gardens for the elderly.
Seemaa Mufti (Blooming Marvellous Gardening Scheme Volunteer)
Seemaa loves to cook in her spare time but also enjoys working in the community. She joined in the WHCVS 2017 as a Volunteer Office Administrator for the Welwyn Hatfield Community Car Scheme after the local good neighbours scheme she was volunteering for came to an end. Seemaa has now moved onto our Gardening Scheme working with a group doing light maintenance in gardens for the elderly.
Welwyn Hatfield CVS Board of Trustees
the WHCVS is governed by a Board of Trustees who ensure that our organisation provides an exceptional level of service to our community both now and in the future. They are a dedicated bunch and as a team they are committed to our sustainability of service and operation.
Dr Dennis Lewis MBE (Hon. Life President)
Dr Lewis established the original WGC Council for Voluntary Service in March 1968.
He was appointed Chairman and continued in that capacity for 25 years until 1993 when, on being succeeded by local head teacher Reg Gwilliam, he was appointed as Hon. Life President – a position he says he values enormously.
Simon Taylor (Treasurer & Acting Chairman)
After graduating from Liverpool University with a joint honours degree in Accountancy & Economics, Simon started his career in accountancy with the international firm of Chartered Accountants – KPMG.
Simon worked for Cereal Partners Worldwide for 25 years in a wide range of financial roles based in the UK, Switzerland and Australia and was a Finance Director for the UK business based in Welwyn Garden City before retiring.
Additionally Simon was the Regional Financial Controller of CPW’s operations in Oceania and served as a Trustee Director of the CPUK Pension Fund.
Raizada Tapeshwar Nath Bali *Tap* (Trustee)
Tap has been Trustee for a number of local and regional charities for a number of years and Trustee of KEL since its inception.
During this period he has also been Chairperson of charities.
He was Director (like Chief Executive) of a charity and secured over £650,000.00 for that charity as well as about £50,000 for other charities.
John Hopley (Trustee)
John initially trained as a teacher at Coventry Training College (Now the University of Warwick). After teaching in Warwickshire, he moved to Hertfordshire firstly as a teacher and then co-ordinator of in-service education. During this period advanced his studies with a BA degree and an Advanced Dip. Ed. with the Open University. Shortly after opening the Wheathampstead Education Centre, John took early retirement from Education and in 2000 he started his own company Daxan Ltd., which he continues to run. Daxan Ltd provides Radiation Detection Equipment to a wide range of companies and organisations throughout UK and Eire.
John is an active member of Hatfield Rotary Club and enjoys supporting many initiatives locally and further afield.
Les Otty (Trustee)
For most of his professional career Les worked for Barclays Bank. He held a variety of managerial roles across the UK and in North America dealing principally with the risk management of corporate customers. In 2003 Les joined BDO, Chartered Accountants, as a director of corporate recovery. Following retirement from full time employment in 2010, Les held several nonexecutive roles and mentored a number of local small businesses under the WENTA banner.
His ‘retirement’ interests include golf, Welwyn 41 Club, photography and long distance travel.
Les became a Trustee in December 2018.
Madeleine Clark (Trustee)
Madeleine Clark spent her early years in Liverpool and the Isle of Man. After a brief spell working overseas she moved to London in the early ’90s and worked predominantly in IT acquisition. In 2001 she moved to Welwyn Garden City shortly before joining Hatfield House where she managed the residential portfolio for 17 years. During her time working in Hatfield she engaged with a number of local organisations helping tenants navigate their way through a wide variety of difficult challenges. In 2019, after many happy years, she left her role to focus on a year of community volunteering work before setting up her own consultancy specialising in property and home management projects. As a member of the WGC Centenary Foundation, she is still hoping to deliver the delayed WGC Centenary Carnival in June 2022, subject to ongoing Covid restrictions being lifted.
Madeleine is delighted to sit as a WHCVS Trustee and
actively contribute to the wellbeing of the Welwyn and Hatfield community.
Tracey Berridge (Trustee)
Tracey Berridge joined Welwyn Hatfield CVS as a trustee in July 2021.
Tracey is a volunteering specialist and has extensive experience in the charity sector – most recently with SSAFA, where she is the Deputy Director of Volunteering Operations. Within this role Tracey oversees operational and volunteer support to 150 volunteer lead branches delivering beneficiary services.
Prior to this, Tracey worked for Abbeyfield, Age UK, Trees for Cities and Common Purpose.
In her personal time, she cohabits with two troublesome cats, plays amateur netball, and is always looking for opportunities to volunteer herself.
Claire Coe (Trustee)
Claire Coe has lived her whole life in Welwyn Hatfield, graduating from the London School of Economics and starting her career in the City as a legal journalist. In 2005 she set up her own business as a writer, researcher and editor helping large global businesses, start-ups and high-profile professionals better engage with clients and tell their stories.
She continues to work as a freelance journalist for a range of City titles and is also a Governor at Applecroft School, WGC. In her spare time she enjoys spending time with her three young children, reading, travelling and walking.
